Still waiting for Unabridged Birth certificate

In November 2015 I app**** and paid for the unabridged birth certificate for my daughter. To date I am still waiting for the document. Each time a phone the call center on ***, I am told that there is a person assigned to this and it is marked as urgent on the system and that I should phone back in 72 hours if I have not received the unabridged birth certificate. So I phone every 72 hours only to receive the same excuse. Then I ask for a complaints number, which I was given as ***, however this phone is NEVER answered.<br> <br> This is really unacceptable and I need the unabridged birth certificate by next week - Who is going to help me?
