Still waiting

Last year March 2015 I was assigned to work outside the country for the next 4 years,in July 2015 I app**** for my daughter's unabridged birth certificate when I came back to SA for a short visit.I left and came back in November 2015 only to find that the certificate was not ready & I was told that the head office has received it and it's in process.So I thought that maybe there's something wrong since its been about 3 months.I reapp**** again in November 2015 & I was told to call after 2 weeks.I have been calling the head office every week since then,till today I'm being told that it's in process I should call next week.Now my daughter is suffering so much as she cannot come over to stay with me.This home affairs is destroying my relationship with my daughter & she's only 9 years old.I am so disappointed with this government !!!
