Smart ID still not available for collection

On the 31st of January 2015 I app**** for my daughters first time ID at Randburg Dept of Home Afffairs - for the new Smart ID, which we need in order for her to write her Cambridge exams in May 2015. The website tells you all about the wonderful new SMART ID and boast that it only takes 14 working days for you to get the ID. Last week (19 working days Incl Saturdays after application) I phoned customer service and they told me the ID is not ready and I should phone back in a week. I phoned back today, 3 Mar '15, and I am told it is still not available and I must phone back in two weeks time! So much for the 14 working day policy! And the worst is if the ID is not ready by exam times I will forfeit the R5000 exam fees, and typical SA government, I cant see them refunding me that. Is there not a single one SA government department that actually delivers on what they promise!
