Smart card ID Covid Excuses

For the last year I have been trying to replace my smart card ID. I have paid online. On arrival at Edenvale Home affairs I am informed that I can only get a temp ID due to lockdown 3 regulations. Smart Card IDs will only be issued on Level 2.

It beggars belief that forcing a person to queue for three hours, twice, is somehow more effective in the fight against covid as opposed to booking online and collecting from the bank by appointment.
