smart card ID application

On May 19th last year I went to apply for my smart card ID as I had lost my old one, since then I haven't got it, each and every time I call them and go straight to Home Affairs they tell me to come back after 2 weeks they will be sending an email to head office, when I go to hear office in Pretoria they tell me to go back where I app**** for it. Now I'm getting a problem whenever I go to any institutions where I have to produce my ID I don't get any assistance. At home affairs they tell me that I will have to wait they also don't know for how long must I! Please help.
