Shocking service at femina hospital

Went with my wife and baby to get a birth certificate - lady is unfriendly and after an hour of waiting still didn't inform u system is down - with baby crying had to leave queue and came back at 15h30 - their official closing time is 16h00 -,no surprise - just closed early at their own will - back next morning n they supposed to open at 8 - still not open at 8h30 - absolutely shocking service attitude
