Service at home affairs very bad!!!!!

hi, I wrote my marriage officers exam in November 2018. I was designated a marriage officer. I am still awaiting my registers and in spite of all my efforts contacting the ministers office, the director generals office, the government printers and various home affairs offices, including my own branch, I am not being helped. Phones are not being answered and calls are not being returned, there is no e-mail response or any other reaction from home affairs.
