SA ID

My sister has been trying to apply for an Id for three years without any success. Every time we go there they tell us that she is not on the system but she does have a valid SA birth certificate. We were told to apply for a full birth. Its been three months and the full birth has not been issued. She is doing matric, I am worried that she might not be able to study next year because of this.
