REPATRIATION REFUND

The Department of Home Affairs has refused to refund my mothers Repatriation Fee even after she got her Permanent Residence since 2016. I have been trying to get the money back (R11,200) up until this day the Department of Home Affairs has refused to refund this money without any substantial reasons. Please I need some advise and help regards this issue, because this is a lot of money and does not have any interest. Thanks Emeka.
