Repatriation fee of the South African embassy, Ghana

<p>I made a visa application to study in South Africa and got it through the South African embassy in Accra Ghana. But before the visa was issued, I was made to deposit U$D1,000 at the bank in the embassy's account, and was told I would be refunded when I return home after my studies in South Africa. I have just read that the law covering repatriation fees have been removed and so I went to the embassy to collect my money. I was shocked to hear that the money has been blocked because they have a deadline which they never communicated to me. I filled the visa application with a valid phone number and postal address and even email address so they had many means of communicating if they wanted to. I am really devastated because i took a loan to sort the payment of the repatriation fee which has been **********ly blocked. Please help me!</p>
