refused prp application after 3 years for no reason

I app**** for PRP three years ago 2015, with my husband and my daughter. they received their prp after six month, but i didn't received any thing. after three years 2018 ,i rejected for a hilarious reason. Police Clearance Certificate ( that was new at the time of application) was expired after 6 month. they were lazy and irresponsible to do their job on time and i have to pay for that. they even didn't notice the application's date. I'm feeling exhausted, frustrated and sad. what can i do now? I'm a mother and wife, cant be separate from my family. It doesn't make sense waiting for another 3 years.
