Refund- Frustrated

For the past 7 months I've been calling and emailing home affairs for a refund because when i went to the branch to do my photos i was told my payment wasn't reflecting i ended up making a cash payment and an online payment. i've spoken to Dineo, Ntabiseng, Lebogo, Anna and Dineca who were all of no help. I WANT MY REFUND! for a public service their service is ridiculous!! How many emails or calls do i need to send or make to get feedback in this regard!!
