Poor service from home affairs

Germiston Home affairs send Intern to the Hospital to do birth certificates for the children.The intern lady is very angry and does not understand her job.she arrived at half past ten angry,started eating and listen to music via headsets.She left us waiting for an hours while we waiting to submit the documents.Why do they send interns to do serious job at the hospital,this intern need to be trained so that she can be serious because it seems like she does not enjoy her job.They must find a person with experience not this nonsense they are doing
