Poor service Ever for amendments

On the 15 of December 2018 I app**** for my son's surname to be changed on his birth certificate. I was told that turn around time is 6 months, I'm on the 10th month now nothing has been done. I follow up every week and get told the same thing that the matter has been escalated, I should follow up again. What more does Home affairs want, and I cannot apply for so many things for my son because of these changes that aren't Done. Poor service ever.
