Poor service- Department of Home Affairs

So here i am after 3 years trying to get a late birth registration done for my 50 years old mother and every 2 weeks DHA keeps telling me to call back. After 2 weeks it becomes a month and after months years. Now with COVID 19 in full swing it important to have all ones affairs in order. Unfortunately this means using a ID number. Now How long does it take to create a piece of paper with a number on. I mean we have several foreign nationals working in SA that obtain ID s within weeks. I personally know of 15 Indian IT resources that entered SA on Quota skill permits. Within weeks they had ID numbers obviously with the last 3 numbers starting with 1. This is extremely pathetic and what worst is Management at DHA doesn't even have the bolls to respond to this issue even though i email them all. To the public what steps can i take push on this.
