Poor service delivery with home affairs department commercial road and Pinetown

On 30th May 2019 I went to Pinetown home affairs I was standing in queue from 5 30am and at 830 am that there scanner is no longer working and won't be working for next 6 to 8 weeks we must go elsewhere and then we went to Commercial road and stood in queue from 10am outside the premises and at 1.30pm a rude person came out and told that they are not helping any passport application as there scanner are not working for indefinite period, how is it possible for them to be out of order and make us stand in queue
