Poor Service delivery

I have been staying with my lil bro who we don’t share mom but father who already passed away. His mom doesn’t have a as is said, then the process was ran by her aunt. He was staying at adopted family, but now his with me, he only has Birth Certificate, he completed his Matric last year with that certificate. I don’t know the aunt but we made efforts to connect so that she sign for the boy to obtain ID card as his life is hard and his becoming aggressive and he might turn into something, the aunt don’t wanna sign. I approved SAPS Lichtenburg and they said it’s not a ******** activity and same at Kanana Police station where she’s alleged to stay. We can’t find her address nor where she stays. Contacted Mr Benjamin Khoza at Minister’s office didn’t have much to say even if I try to explain. Local Home Affairs and Social Development. Can you please help Peter the poor boy his now losing hope.
