Poor service at Department of Home Affairs Somerset West

I have been to Department of Home Affairs Somerset West Branch twice to try and apply for ID and or temporary ID. You have to stand in burning sun without shade for over 4 hours. I still have not managed to get temporary ID or finalise my online application. What do you need to do to receive basic service? New borns and undertakers are helped before anyone else. The service is extremely poor.
