Poor service and unavailability of th Department of Home Affairs Bloemfontein

So I'm sitting in Home Affairs Mafikeng to apply for a passport and I'm told that my previous passport needs to be removed from the system where I app**** and got my previous passport. How on earth is it that none of the Bloemfontein Home Affairs number are going through and we've tried calling people that appear on their website as the provincial manager and all numbers on their website are not working.

That time they announced how they are going to be closing at 18:00 to assist Travellers with travelling documents. How is that supposed to be done when we cant get through their offices for assistance?
