Poor service

I've been coming to home affairs in Nebo, limpopo for more than 4 times. I wanted to collect my I'd copy. Every time I come here or enquire if I can come (knowing that their service is poor) there response is always the network just went off or its not working. Is there anything that can be done to solve this. I went there tuesday and yesterday, still we haven't being helped. The company has the potential of good customer service if only they can fix this network problems.
