Poor service/ 2 months fir unabridged birth certificate

My little sister has tried to apply for ID with her certificate but we dont know who app**** for her birth certificate and the people she was staying with has since and birth certificate is not registered on any of the deceased names. We were told to wait for 2 months for unabridged certificate but we don't have 2 months since she's already in matric. Can someone help please. We visited the Hazyview branch.
