Poor DHA official

I visited homeaffairs in ficksburg branch to apply a passport for my child, the official there held my ID in an unacceptable manner told me that my greenbar coded ID is not an acceptable Document i need a smart card, the he handled my document it ended up being torn the inside pages now i have to apply a new id though that one was still acceptable as the pages were still tight in it now is torn and have to apply for a new one, i dont have money yet to apply for a smart card but now my document is unacceptable due to mishandling my document by the homeaffairs official which we expect a good service from them.

Can the homeaffairs replace my document without charging me as this was not my fault, and compensate for the trouble that am still gonna go through it due to that unacceptable document as he teared those pages.

That was a bad service and experience especially from someone who is supposed to serve the nation with pride as my tax is paying his salary.
