please help my permit is not yer out since 2017

Hi my name Daniel Takudzwa Karanda .I app**** for a Z.E.P permit in November and up to now when i track the permit it still says the permit is still there by you since the 5th of December 2017.My question is how long will these permits take before we can get them,i am sure you have a deadline if u have when is the deadline ?Is there a" Letter Of Pardon" that i can get because my boss gave me until the 15th of September to provide the permit or else i am fired.Can a person who is waiting for his permit be fired while its still being processed? Please help i am really desperate.Thank you in advance .
