Pitiful service

I app**** for my unabridged birth certificate in January 2018 and to date have not yet received anything. I called and emailed every department possible but to no avail. I am now going to call the presidential hotline but not sure how to call it from overseas. Such pitiful service on such important documents. They play with peoples' lives.
