Permanent Resident Permit taking forrver

It has been more than 5 years i app**** for my wifes permanent residence permit and for my steo daughter .I have not received anything and now that the unfortunate part my wife passed on on the 4th August 2023.My daughtrr is at University of Johannesburg ans still have not received her student permit.let alone her permanent residence permit.
