Pathetic service

I app**** over 9 weeks ago for my marriage certificate. I need it urgently to get my child a passport. I still have not heard anything. Bellville does not answer their phones. Head office number in Pretoria says the number does not work and the customer care line does not ring either.. How the hell do u contact anyone if all the lines don't work. It's total bull and so ****** frustrating...... What can I do to get answers????? ????
