Passport delay

My daughter app**** for her Passport at Stellenbosch Home affairs on 5 June 2019 and paid cash R800 for it, because she found a job overseas and have to start August. After numerous times back and forth and via email, they have not proceed her passport until now 16 July. Apparently could not found her payment after she emailed her proof of payment through.
