Overdue Unabridged Birth Certificate

My little sister app**** for an unabridged birth certificate October last year, for the purpose of retrieving funds in order to further her studies. The certificate was said to take between a period of three to eight weeks, but it is already been a year now. When contacting them we are told to wait for a week or two and we will receive it, but so far nothing. At the present moment we tried contacting the department with no luck. it is either their landline is said to have backlog or no response at all. We sent emails with no luck also. We have lost patience and we are tired of doing unnecessary followup with no results. Time has been wasted and my little sister needs to go to school, we can't afford another delay.

Please be of assistance, I don't know what to do anymore.
