Operating Hours Breach

My mother and younger brother have now been standing in the line for well over 30mins, with a clear sign which shows the Home Affairs operating hours until 16:30. <br> <br> The security guard approaches the long queue to tell the awaiting customers for ID Card collections (of which an SMS was sent to collect on the below stated date) that they will be cutting the line at 15:30. He gets asked why and cannot state who is issuing instruction for this to be done. Why are operating hours shown on a placard outside the building if the Government institution CANNOT abide by them. Why should we stand in long queues to be turned back. Those doors should close at 16:30.
