Operating hours

I once came on Friday to collect my Smart I card and I was there at 15 15 but it was closed already. They were only letting people to go out. Then I asked if I can come the following day, which was Saturday and I was told that it will be closed. The boards clearly showed that Monday to Friday, the operating hours are from 07h00 - 16h00. On Saturday it's from 08h30-12h30. I tried to show them the boards outside they did not care. I seriously needed my I'd for payment on that day and ended up loosing to pay my debts. This is so bad for a government institution
