Online booking system is HUGELY FLAWED!

I app**** online for a first I.D. for my son that has just turned 16. Online system won't allow me to book a slot online because I followed the steps. Apparently the payment step was meant to be skipped. Now there is no way to rectify this and I have to go to a Home Affairs branch and can't go to the bank to do this. Absolutely ridiculous. What type of system is this? Which century was it developed? Millions of rands are spent to create an online system that is completely flawed!!!!!
