offlines and attitude

Two months ago I went to home affairs for new ID card,I went there twice before I can be able to do the card due to system off line, and when they go offline the will not notify people in there about the situation, and staff so rude with attitude, on Saturday 02/05/15 at about 10:10 went to collect my card still offline, it was not the first time going to collect and they offline, the guy who was at the reception desk when I ask him that they always offline he told me to complain to the minister
