Not honoring date

The Bellville Home Affairs branch was suppose to do ID registration at my school, Bardale SSS in MFULENI, in April 2015 but they cancelled. They have not given us any other date or has informed Mr Booysen when they will be coming to the school. The learners are from a disadvantaged background and paid their last cent, R30, to take photo so they cannot pay more money to take taxis to Bellville and they will miss out on tuition if they go to their offices. This is unacceptable as the department is tasked with providing ID's for every citizen of South Africa. Is this the policy of the department to disregard people from disadvantaged communities? It took a lot of sacrifice for the parents to pay that R30 for photo then Home Affairs does not honour their agreement!!!
