Not allowed to leave the country

Since 12 years we live in this country and again our retired visa has expired in June 2021. Exactly one year ago we app**** for a renewal. Nothing happens at Home Affairs. Even worse, since June 2021 we are not allowed to leave and return into SA. For what are we paying fees? Why does Home Affairs not allow us to leave and return?
