Not allowed to get my ID

I am 19 years old and I have been trying for 3 years to applu for my ID , there are always excuses and i get told to bring marriage certificates and divorce papers which does not make sense as it has nothing to do with my ID. I have also been trying online but I get told im "too young" which doesn't make sense as you get your ID at 16. I can't open a bank account nor can I get my driver's license because they don't want me to get my ID , I'm so sick of this country😡
