NO SERVICE DELIVERY from the department of Home Affairs

I have been struggling to obtain my daughters birth certificate since 2017. The only responds I get each and every time is: Kindly be advised that applications is not yet finalized. Case has been escalated to the processing unit.

REALLY, how hard can it be to create a new Id number ??
