NO ID AT 31

I have a sister Mapula Merium Seletela born 1988 August 14 who does not have an ID book. Mapula tried all the routes to have her ID but she failed. She was requested to bring her birth file from Tembisa Hospital and birth files for 1988 are all cleaned. And then to bring the birth parent which she did but no help. Born 1988 but no ID. Is there any other way that can be used to sort this out. Thank you please assist. Lydia..***
