No help from Home Affairs

I app**** for my daughter's unabridged birth certificate last year October and still do not have it. I have send so many emails and have emailed the necessary documentation they need, but they just don't reply and sort this problem out. We are South Africans living in Oman and are flying home for the summer (SA's winter) on the 22nd of June. I have asked so many times to let me know what is going on and for them to send me the letter or whatever documentation I need in order for us to get on the plane and fly home for 2 months. I will not be send home from the airport here in Muscat due to their negligence and incompetence, I have done everything I can from my side, unfortunately they have not helped me at all. This is now a urgent matter and still no answers!!!!
