No accountability at Home Affairs

I have had to deal with Home Affairs numerous times in the past 6 months for various reasons: renewal of my passport, obtaining unabridged marriage certificate and renewal of my husbands temporary residency. Every single encounter has been fraught with inefficient, *********** interactions with staff who are not able to provide advice or service to the public. No one is willing to be held responsible for their actions and the system makes it impossible to hold people accountable. Today I went to collect my unabridged marriage certificate after waiting 4 months for it to arrive from Pretoria. Only to find they have mixed up mine and my husbands names and details so it is completely wrong. Again, no one is willing to take responsibility and they have to 'notify Pretoria.' This is just one example of a flawed and failing system. The visa application is a longer and sadder story. I have no idea how this country can function with departments like Home Affairs unable to complete a simple task like issuing marriage certificates.
