Marriage Certificate

It has been 9 months since I app**** for an unabridged marriage certificate (06 Jan 2017). The typical waiting period is 6 - 8 weeks. I've submitted my documents 3 times in person and another 4 times via email. In June, they finally acknowledged that all documents have been received. I call them regularly, each time is a minimum 'on-hold' wait of 15 minutes on a good day. On a bad day, I'll have to call 3 or 4 times before someone actually speaks on the other end - sometimes the call is just dropped, sometimes I can hear call center noise but no-one speaks, sometimes it gets picked up and put immediately back on hold, sometimes they answer then put me on hold and drop the call after another 10-15 minutes. Each time I reach an agent, the call center can only tell me that it's not yet finalized, it's been escalated, call again in 2 days or next week. The closest thing to an explanation is that they're waiting for archives. No one can say what for - they say they have all the required documentation.

At what point does one say enough is enough? How do you get an unabridged marriage certificate out of DHA?
