Klerksdorp home affairs

Good day I would like to complain about Klerksdorp home affairs, my friends mother went to home affairs in klerksdorp to change her birth year as it was wrong one of the consultant refused to help her saying she must come back after 5years. He publicly embarrassed her in front of his co workers saying now because she's close to pension she wants to fix her age. I called the manager asking is that how they help citizens by judging and embarrassing them, refusing to help adults? The manager basically told me its her word against the consultant who helped her. Please assist how do I go about this
