It's almost 2 months now and my son has not received his ID

My son went to make a new ID card on the 25 or 26 October at Germiston home affairs . He was told he will receive an sms after 2 weeks to collect his card. After 5 weeks he went back to check because he has not received any sms as they have stated. He was tolf that there's a at the department head office. Up until today he hasn't received the sms. He needed to register at higher institution for next and he couldn't because of the ID situation. Can the department clarify what is the delay and will he get his Id. My son is in de-stress now because he is stuck and can't do anything without any ID.
