IS THIS POSSIBLE AFTER THE MINISTER'S UNDERTAKING?

The Zimbabwean purchaser of my property in Polokwane's VISA lapsed in February 2025 and at the beginning of April he was notified that it was finalized and about to be printed. Dept of Internal Affairs is now giving us the same message for the last 11 weeks. HOW ON EARTH IS THIS POSSIBLE. Are they waiting for him to come and "pay" before handing him the VISA?
