Inefficient government department

My brother and I app**** for out vault copy birth certificates on the 19th of March at the Wynberg office. I received mine on the 11 of July but my brother is yet to receive his. We have tried emailing, calling and now even tweeting them but no response on any of these platforms so I am now desperate and therefore I am asking you if you can assist.
