Identity book blocked for 4 yrs

I would like to ask my partners I'd is been blocked by home affairs is been 4yrs. He submitted all. The required documents that he is not an immigrant he was born and raised in Daveyton gauteng. He gave them all his documents from school. They requested a proof of the hospital he was born at he went and they gave him that proof he submitted it. When he go to home affairs for updates they give him run around that they r still. Working on his file. Now we r sitting with him. Not working for this 4 yrs getting declined for all the job applications. He goes to the interview after the interview they don't call. After doing their verification. he didn't even claim for his uif as they said his ID is blocked. Now he can't even vote. He doesnot even get the 350 grant as his ID is just useless. Can someone just assist as we r even waisting more money by visiting the home affairs with no luck
