ID Struggle

Good day. My adopted daughter has been struggling for 3 years to get an ID documents. every time its a new story. we have gone to get letters and documents from the orphanage to get her ID. what the heck she is 22 years old she cant open a bank account she cant even legally work as she cant be appointed permanently due to this. Heck WHAT SHOULD WE DO. THIS IS ABSOLUTE NONSENSE. IS THIS HONESTLY HOW ******* THIS SYSTEM IS.
