ID still not issued

I have app**** for my ID 3 times now and still nothing.. I keep having to do the paperwork over and over again. This has been going on for months now. Having to sit in the lines again to do the application again today is frustrating How hard is it to get my ID. I cannot see why I have had to do finger prints for the third time and then re apply.
