ID ISSUE

I have a 18 year old boy who is currently doing their grade 12, his parents passed away and I have been taking care of him, he has no birth certificate nor ID and the home affairs are not helping with this current issue we have gone there countless times to try sort this out but come out with no luck or direction. he needs to write his exams for matric and he does not have an ID.<br> <br> Please help me sort this out this is my last option!!!!
