I'M TIRED OF WAITING, WHERE IS SERVICE DELIVERY?

I app**** for unabridged birth certificate from DHA in September 2014 and to date I'm still awaiting for my certificate. I was told that it will be available in 4 weeks time and since then I've been running around from one office to another making follow-ups with no assistance or explanation. EIGHT MONTHS LATER I AM STILL WAITING. How does 4 weeks turn into over 20 weeks? I cant believe how bad the service is and whats worse I am told one thing everything I go to their offices \we will make a follow-up"that is what they all say every time I inquire about the certificate. 2 weeks ago they took my cellphone numbers saying they will come back to me after they make a follow-up"
