How long does unabridged certificate application take!

I made an application for my daughter's unabridged birth certificate on the 9th February 2018, it has been 8 months. because of worry, I called them last week, the lady i spoke to told me that i need to come and fill in a follow up form. It doesn't make sense to me that since the day i app****, no one called to inform me what happened or how far the application is.
